Mailbox locks in Denver
The answer to who replaces a mailbox lock is whoever owns the box, and in Denver that varies a lot by neighborhood. Fixr's survey puts a new mailbox lock at $75 to $200.

Three kinds of mailbox
On your own house (an older detached house, say, or a bungalow): the box is yours, and any locksmith can swap the lock.
In an apartment lobby (the walk-ups and towers): normally the landlord's or the building's. Start with the office.
A cluster box on the street (the usual setup in newer subdivisions): the USPS Postal Operations Manual puts the lock and keys for each compartment on the customer or the property owner. In practice a locksmith or the HOA changes it, and the letter carrier doesn't.

Just moved? Change the mailbox lock along with the door locks. 39% of households in the Denver ZIPs we chart arrived in 2020 or later (Census ACS), and nobody tracked down the old residents' mailbox keys.
What Denver callers ask about this
Will the post office give me a new mailbox key?
For most cluster boxes and private mailboxes, no, because the owner holds the lock. A PO box rented from USPS is the exception, and the post office handles that one.
